Purpose of the role:
This position is responsible for ensuring PerkinElmer’s locations in EMEA have an effective trade compliance program that meets all local and applicable governmental rules and regulations. The position will do this by acting as the primary trade compliance point of contact for the employees that represent ITC activities (advocates) and for the leadership roles in the region. This position is also responsible to ensure that all employees in the regional understand & follow legal principles involving domestic and foreign trade compliance regulations through outreach, training and communication. In order to measure the effectiveness of each trade compliance program, this position will also be responsible to conduct annual assessments focusing on detecting gaps in trade compliance related process controls and provide recommendations on how to reduce these gaps, improve operational effectiveness and help prepare for a government lead trade compliance audit.
Key responsibilities
This position will have a team (2-4) trade compliance professional located in the region to manage and approximately 15 trade compliance “advocates” to support.
Primary trade compliance point of contact for the region:
Lead monthly meetings with ITC advocates to provide a forum to escalate issues, report business changes and discuss initiatives that may impact their trade program.
Conduct annual assessment for each trade active site in the region in order to identify gaps and opportunities to improve trade compliance controls.
When gaps are detected, provide training, mentoring and coaching needed to improve those processes.
Point person for a government lead trade compliance audit. Assist the Sr. Director to organize and prepare for the audit and support the site with the completion of any disclosures or corrective actions that may be needed based on the results of the audit.
Program Management:
Provide each site with the company’s internal control guidelines necessary to comply with local and foreign regulations.
Mentor the site’s on how to develop an Import and Export Management system using the Corporate procedures as the foundation of their system.
Identify local regulations that require work instructions that need to be developed locally or integrated into the Corporate procedures.
Ensure the sites are well versed in our escalation and incident management guidelines.
Other responsibilities
Regulatory: Stay current on regional trade compliance regulations and collaborate with the Corporate team to integrate changes into the internal control plan. Point person for government agency inquiries. Responsible to communicate to government agencies for rulings, clarification of regulations and / or voluntary disclosures.
Export Compliance: Responsible for Denied Party and Embargo Screening for the region. Be the escalation point to review red flags for each site. Responsible to ensure the Classification Reference Sheets are accurate and up to date as it related to export control classification numbers. Provide license determinations (product or destination related). Effective Export License process according to local laws and regulations.
Import Compliance:Responsible to ensure the Classification Reference Sheets are accurate and up to date as it related to harmonized tariff codes.Clear understanding of our customs valuation program and ability to conduct and end-to-end audit if required.Effective Import License process according to local laws and regulations. Provide advice on Free Trade Agreements within the region.
Training program
Provide input for the Global Training Plan and Training Material.
Develop training material as required.
Execute annual training plan and track progress.
Monthly Management Reporting.
Support End of Quarter activities to support revenue recognition
Represent EMEA topics during monthly and annual global trade compliance meetings

Excellent organization skills with ability to prioritize work and be agile when priorities change.
Very Good Project management skills.
Excellent troubleshooting and problem-solving skills.
Ability to work effectively across different time zones
Ability to work independently and report to a manager located in US.
Willingness to travel regionally and occasionally to the US.
Education/Experience:
Experience in the same or similar role in a similar industry is a plus.
Bachelor’s Degree required
SAP and SAP GTS experience is a plus
Certification or education with the US Export Administration Regulations (EAR) and US Import Regulations.
