Purpose
As part of our global trade compliance transformation, PerkinElmer is seeking a (Senior) Manager, International Trade Compliance – Americas to lead and scale our ITC program across North and Latin America. This position will drive both regulatory compliance and operational effectiveness, helping us successfully deploy our trade compliance programs in the region while delivering measurable business value.
This role carries high regulatory accountability and will serve as an Empowered Official under U.S. export control laws, with direct report to Group Director of Compliance within the General Counsel function and working cross-functionally with Supply Chain, R&D, Regulatory Affairs, and Commercial teams.
Responsibilities
Key Responsibilities:
Compliance Oversight & Regulatory Expertise
- Serve as the regional Empowered Official; ensure compliance with US extra-territorial regulations (EAR, OFAC, ITAR) and LATAM trade regimes (e.g., Brazil SISCOMEX, Mexico IMMEX).
- Conduct ongoing regulatory watch; assess impact and readiness for emerging rules such as Forced Labor acts and Additional (Reciprocal) Tariffs).
- Lead regional audit preparations, regulatory responses, and corrective/preventive action plans (CAPAs).
- Participate in specific cross-region strategic projects
Policy, Procedures & Controls
- Design, implement, and maintain regional SOPs, aligned with the global ITC framework.
- Support the group Director of Compliance maintain the Group Trade Compliance Program
- Execute internal controls, self-assessments, and audits per SOPs.
- Ensure rigorous reporting and resolution of compliance developments.
Training, Culture & Network Leadership
- Roll out and monitor the regional ITC training program across functions and sites.
- Animate and coach the ITC Advocate Network across NAM and LATAM.
- Promote compliance awareness and ownership beyond the core ITC team.
Operational Execution & Risk Management
- Act as backup for the US-based ITC specialists to ensure continuity of cross-border operations.
- Drive increased compliance enforcement and visibility in:
- Secondary countries within the region
- Non-SAP flows, including manual or paper-based transactions
- Coordinate closely with brokers, forwarders, and third parties to ensure efficient and compliant customs clearance.
Value Creation & Cross-Functional Collaboration
- Identify and lead duty optimization initiatives (e.g., FTAs, duty drawback claims, special regimes).
- Lead broker management and performance programs.
- Collaborate cross-functionally with R&D, Tax, Logistics, Procurement, Accounts Payable, and Finance to ensure alignment and support on compliance-critical processes.
- Provide trade guidance for new product introductions, site changes, and supply chain reconfigurations.
- Basic Qualifications
- +10 years in international trade compliance roles, preferably in regulated or manufacturing sectors
- Bs or Ms Degree in economy, business management, law, international trade, supply chain, or related regulatory fields preferred
Preferred Characteristics
- Strong command of US trade laws, including EAR, ITAR, OFAC, and Empowered Official responsibilities
- Demonstrated ability to translate legal frameworks into operational controls, working across supply chain, finance, and R&D
- Familiarity with LATAM trade processes and border regulations a plus
- Proven ability to lead across regions and collaborate cross-functionally
- Strong communication, problem-solving, and project management skills
- Spanish and/or Portuguese fluency a plus
